A trainee shall be qualified after 2 years as a trainee.

Then he becomes a solicitor. All solicitor must obtain a Practising Certificate . But for newly qualified solicitor, they will only get a conditional practising certificte, which means they cannot open their own firm, cannot be a consultant, cannot be a parter in any firm. ie.they still need to be ,in theory supervise.

AFter two years , they can apply for a uncodnitional practising certificate, which means they can now, if they wish, start their own firm, become a consultant, become a partner, and of course they can still be an employed solicitor .

Occasionally, solicitor who had been subjected to penalties by the Law Society , neever mind how long they had been in practice, the Law Society may issue them a pracitising certificate, with some conditions attached, again it is called conditional practising certificate.

It has nothing to do with the marriage celebrants which an applicant has to apply for one via the Immigration Department if one qualified for over 6 ( or may be longer ? I cannot recall ) years already. No test, no examiantion just ask and undergo a 2 hours training course.
