the most simplest requirement is the person does need a local lic.
so being in hk u need to belong local hk law society.
as med profession u need to join the med society first.

your local profession society has more power over TDO.
if not try to argue to a judge that TDO will allow u to practice law or med if your degree is from Tonga republic and honoured by TDO.

another thing is the prof society had been around for >100 yrs whereas the TDO is only a recent thing.

Lol TDO doesn't apply to the legal profession (except for supply of goods)! Read the Ordinance itself man.

Cases involving fraud normally have a high threshold of proof (Esp the element of dishonesty) so I would say unlikely. You could well call 999 to find out for yourself.

As for the solicitors' practice promotional code, you could try and write to lawso, although I am not sure why you are going through all the troubles to get this person.

Esp. I am not sure if there are any laws governing the use of academic titles...

There should be a law against the use of misleading or false academic titles, or the use of titles like "Sir" or "Knight".  The LegCo should enact a piece of legislation to deal with this as this is getting out of control in some quarters.

if u give people who can't drive a very fast car, u will make it into their last ride in a hurry.
