Chu Hai College of Higher Education announced today (January 12) the appointment of Mr KWOK Ka Keung as its Vice President (Administration) effective from January 1, 2016.
The appointment was made by the Board of Governors in order to enable the College to maximize the opportunities and manage the challenges ahead.
Upon graduating from the Department of Geography and Geology, the University of Hong Kong in 1974, Mr Kwok joined the Hong Kong Government as an Administrative Officer. In 1975-76, he pursued post-graduate studies at Oxford University. After serving in the then City and New Territories Administration and Transport Branch of the Government Secretariat, he studied at the Harvard University in 1988-89 and obtained a Master’s degree in Public Administration.
Since then, he has served in a variety of posts, notably as Director of the New Airport Projects Coordination Office, Director of Finance, Administration and Planning of the Hong Kong Police Force and Deputy Secretary for Works in the then Environment, Transport and Works Bureau of the Government Secretariat. He became Permanent Secretary for the Environment upon creation of the post in 2004 and doubled up as Director of Environmental Protection in 2005. In June 2006, he joined the Government Property Agency and became Government Property Administrator.
As a former senior government official, Mr Kwok possesses a substantial experience in administration and management. His expertise is definitely a great asset to the College for refining its administration policies and procedures.
