Dear QP students,

The health and well-being of our students, members and stakeholders are of utmost importance to us and we seek to make sure the upcoming examination session can go ahead as smoothly as possible at this uncertain time of the COVID-19 pandemic.

Since our last message sent to you in July 2020, the Institute’s Qualification and Examinations Board and the management staff have worked tirelessly to develop the following contingency plan with flexible arrangements for the December 2020 Session of the Qualification Programme (“QP”).

[b]Examination venues and dates[/b]

For many years, Asia World-Expo has served as the Institute’s examination centre in Hong Kong, enabling thousands of students at a time to sit examinations in a single location. This year the centre is being used by the government in its COVID-19 response and may not be a suitable location for holding examinations. We have therefore searched for alternative locations across Hong Kong to be used as examination venues for the December 2020 Session.

In the process of securing sufficient examination venues to accommodate all enrolments on certain dates, we have to move the examinations one month earlier than usual. Please note the schedule for the examinations is revised as follows:

[b]The four Module Examinations are on 27 and 28 November 2020
The Final Examination is on 22 November 2020[/b]

You will receive an email to ask for confirming your attendance for the revised dates. You are required to re-register your enrolment for sitting the examinations. If any enrolled students cannot make the revised dates, they can choose to withdraw from the enrolled examination by 14 September 2020 and will have their enrolment fees refunded.

In order to mitigate the potential disruption COVID-19 may cause, we have setup two additional timeslots for the examinations in late December 2020 and late January 2021 as reserves in case the examinations cannot be conducted on schedule. The reserved dates are tentative and subject to confirmation of various factors such as venue availability. The reserved dates are available on the Institute’s website and you may click Current QP timetable and New QP timetable for details.

[b]Workshop delivery[/b]

The workshops will be held as face-to-face events with reduced class size. If there are high levels of community transmission of COVID-19, then we will consider holding the workshops online in order to protect the health of students, workshop facilitators and management staff. Details about the arrangements for each examination and workshop, in both Hong Kong and Mainland China, will be sent to enrolled students soon.

[b]Ensuring a healthy examination session[/b]

Throughout the examination session, the Institute will put in place precautionary measures to ensure a hygienic environment and safeguard the health of our students and those people involved in conducting the workshops and examinations. Rest assured that we will follow safety measures recommended by the Centre for Health Protection.

We remain vigilant to the development of the COVID-19 pandemic and will continue to consider any other possible solutions. With the contingency plan in place, we will do our utmost to hold the December 2020 Session of the QP. Important updates on the December 2020 Session of the QP – extending re-registration deadline to 21 September 2020


The global disruption caused by the COVID-19 pandemic is unparalleled. The Institute recorded the voice of the accounting profession that it is paramount to hold the examinations of this last session of the year given the previous cancellation of the June 2020 Session. Further cancellation would have a detrimental impact on the accounting profession’s development.


We heard concerns expressed by some students and members about the professional examinations of the Qualification Programme (QP) being brought forward to November which has been communicated to students earlier this month. This email sets out the rationale behind this arrangement.

Preparation for the arrangement
We surveyed over 1,000 QP students to gauge views on where and when to hold the examinations. 90% of the respondents said they would continue to take the examinations if the examinations were held at venues other than AsiaWorld-Expo. Respondents indicated their preference of alternative timeslots to allow postponement of examinations in the event of another possible outbreak.

To prepare for any eventuality, the Institute devised a contingency plan and reserved two additional timeslots with a four-week interval in between to provide sufficient leeway for holding examinations at a later time in regard to risk management.
The Institute began searching for venues to hold the examinations since July. However, there are limited locations in Hong Kong that can hold the number of students who enrol in the examinations with adequate protection measures given the different priorities of venue providers. In the circumstances, the first set of timeslot for the examinations had to be moved to November accordingly.

Notification to students
To provide time for students to plan ahead according to their work schedule in the ensuing months, an early announcement was made to them via email on 1 September. Students are required to re-register and allowed to withdraw from the examinations with a full refund if the revised examination schedule is unsuitable for them.

Extension on re-registration deadline and additional support
We are aware that the change to the examination dates has caused some concerns, and fathom the feedbacks from students and employers. We are actively considering other measures to address those concerns and will inform all related parties as early as possible. Meanwhile, we will [u]extend the re-registration deadline from 14 September 2020 to 21 September 2020[/u].

To assist students, we will organize a series of free module preparation and examination technique seminars in October. A new online portal for the examinations will be launched soonest, containing the latest information on the schedule of examinations and workshops, frequently asked questions and enquiry information, as well as links to study materials.

Holding the examinations of the December 2020 Session is crucial for the development of the accounting profession. We will do our utmost to ensure that it can be held successfully, and – more importantly – safely.

Dear members and students,

Refined Contingency Plan for the December 2020 Session of the QP

Further to our previous email of 10 September on extending the re-registration deadline for examination enrolments to 21 September, and explaining the rationale behind the examination arrangements, we have continued to listen to your views. We have received feedback and support for our decision and appreciate your understanding that it was a difficult decision arrived at after long and thorough deliberations.

This email aims to give an overview of the refined contingency plan for the December 2020 session of the Qualification Programme (QP) and our considerations.

Refined contingency plan

The voice of the accounting profession is very clear that it is vital to hold these examinations. The intention of setting up the contingency plan with three timeslots having two four-week intervals between is to ensure the examinations could be held eventually in the face of the uncertainties brought by the COVID-19 situation.

The Institute has paid heed to the views of members and students and has decided to reschedule the Module Examinations (Modules A-D) to the original timetable, to be held on 28 and 29 December 2020. The IRD announcement on 9 September extending the M-Code profit tax returns deadline from 16 November to 30 November, clashes with the selected QP examination dates in November. Practice units have reflected to us that meeting this deadline will be challenging to them, and it might require some students to withdraw from sitting the examinations in order to perform the tasks needed by their employers. The rescheduling of Module Examinations avoids this issue. We also believe that rescheduling to late December should address the concerns of students regarding their preparation time.

However, this will result in leaving only one set of reserve dates in late January 2021, and the situation is still fluid with venues and other arrangements yet to be secured. We will continue to work with related parties and external vendors to ensure that we can hold the examinations as smoothly as possible.

In respect of the Final Examination, the examination date will remain as scheduled on 22 November 2020. This is less than ten days before the original schedule and allows for two reserve dates should the November date no longer be feasible. We note that 96% of the students sitting the Final Examination had enrolled the June 2020 Session and believe they anticipate and are better prepared for the examination. Given there will be another Final Examination in June 2021, students also have one more opportunity to sit the examination under the current framework.

To allow more time for students to make arrangements for the rescheduling of the Module Examinations, we will further extend the confirmation deadline from 21 September to 24 September 2020. Students who enrolled Module Examinations would receive a separate email to confirm their enrolments under the rescheduled dates, while the enrolments on the Final Examination would not be impacted.

Balancing the needs of stakeholders

COVID-19 has had significant impacts across the profession. We have heard from practice units and businesses about the disruptions to their operations and ability to meet important deadlines the pandemic has caused.

The Institute devised the contingency plan for the December 2020 Session of the QP is to ensure this examination session can go ahead in the midst of changing COVID-19 situation.

We appreciate that some members and students may find this rescheduling inconvenient. We hope that you would appreciate that it was a measured decision for us to take while balancing the best interests of the profession.

Support for students

In our previous email, we mentioned the launch of a designated webpage, the Online Information Portal for QP Examinations. This webpage is now live. The webpage contains the latest information on the schedule of examinations and workshops, frequently asked questions and enquiry information, as well as links to study materials and webcasted seminars for enrolled students.

The COVID-19 pandemic has its repercussions on all walks of life and disruption to schedules can be difficult to manage. We hope that members and students understand our actions at this challenging time. Throughout COVID-19, and when the eventual recovery begins, we remain committed to developing Hong Kong’s accounting profession, and ensuring there is a sustainable and capable supply of suitably trained new accountants ready to take up roles and support Hong Kong’s development.
