Go to this page:
click any of the link under summary:
Then you can see the "Contact us" tab on the page, click the tab and you can open a support ticket there and by my experience, cisco should be able to give reply within 1 working day.
Give enough information like your cisco id, day and code of exam and your mailing address. They should be able to tell you if the cert has been mailed out or there are any problem that made them hold your cert without sending out.
*You may need to register an account before you can open a support ticket through the support system.
